甄選工作將由國際專業科學總評審團負責，總評審團按照一組兩級制進行甄選：第一層級為科學評審委員會，由天文學、生命科學與醫學和數學科學這三個學科的專家組成的，每個有效申請將由至少兩位科學評審委員會的成員進行評審；第二層級為科學評審大會，大會最終將選出200名青年科學家參加桂冠論壇。
